President Trump’s executive order “first step” to eliminate Tren de Aragua, says the expert

In one of the first moves of his administration, President Donald Trump signed an executive order that takes drastic measures to crack down on the violent “Tren de Aragua” gang of Venezuelan migrants that has been terrorizing American cities in recent months.

Also known as “ToA”, Aragua train is a Venezuelan criminal group present in more than a dozen cities in the United States. The group has ties to the Venezuelan socialist dictator Nicolau Madur and according to experts, it is being used as a tool of asymmetric warfare to sow chaos and discord in the US

Jose Gustavo Arocha, a former high-ranking Venezuelan military official and senior fellow at the US-based Center for a Secure Free Society, told Fox News Digital that Trump’s order was an “extraordinary fashion” that it is the “first good step on the road”. neutralize the ToA”.

The order, which is titled “Designation of Cartels and Other Organizations as Specially Designated Foreign Terrorist Organizations and Global Terrorists,” instructs the newly confirmed Secretary of State Marco Rubio move to designate Tren de Aragua, as well as the Mexican gang MS-13 and other migrant gangs as “foreign terrorist organizations.”

A foreign terrorist designation expands the government’s ability to crack down on criminal groups operating in the U.S., allowing all government agencies, including the Department of Financeto target this group from all angles.

The order states that these groups “pose an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States” and invokes the International Emergency Economic Powers Act (IEEP) to declare a national emergency to “deal with those threats”.

“The policy of the United States is to ensure the complete elimination of the presence of these organizations in the United States and their ability to threaten the territory, safety and security of the United States through their command and control structures extraterritorially, thereby protecting the American people and the territorial integrity of the United States,” the order says.

The order gives Rubio 14 days to make policy recommendations, in consultation with the secretaries of the Treasury and Homeland Security, as well as the US attorney general and the director of national intelligence, to make a recommendation on the designation of TdA, MS-13 and any other group as a foreign terrorist organization.

According to Arocha, this move could mean the beginning of the end for TdA reign of terror in the United States.

“This executive order that Trump signed is perfect to neutralize the unconventional tools that the Venezuelan regime made,” he said. “ToA is an asymmetric and unconventional tool to damage the United States, (and) not only the United States, the whole region … (so) you have to use unconventional tools as well.”

Joseph Humire, executive director of the Center for a Free and Secure Society who in 2024 authored a report on how to dismantle TdAtold Fox News Digital that designating these groups as foreign terrorist organizations places them “at the highest level” of US national security interest, meaning their funding and any organization that enables them can also be objective

Trump just put them all on notice,” Humire said. “That said, ‘We know you’re here; we know you’re not well, and we’re coming after you.'”

Now critics may say, well, it’s going to create a war on terror or a war on drugs, and it’s really a fear reaction. They say, “Oh, you know, these guys are so dangerous.” And what you know about crime, whether it’s terrorism or any kind of crime, is that they only respond to force. They feed on fear. If they think you’re afraid they’ll attack you more,” he said. “So by showing that force, it’s the first deterrent..”

In addition to sending a message of strength, Humire said the executive order indicates there will be “significant actions taking place very, very soon to begin arresting and dismantling.” TdA presence in the US

Andrew Arthur, a law and policy expert at the Center for Immigration Studies, told Fox News Digital that one of the most important aspects of TdA’s designation as a foreign terrorist organization is allowing the U.S. government to target the TdA funding, which he said can essentially “bleed”. they dry them.”

“Money is the lifeblood of these organizations,” he said. “It’s really the funding element of all of this that’s crucial to going after a terrorist organization, because if you cut off their money, they can’t pay people. They can’t pay bribes to corrupt officials, they can’t pay their soldiers ‘infantry, they won’t be able to buy the big guns and things they used to operate.

“It’s not just the guy with the AK-47 or the guy with the IED that’s a terrorist. It’s all those people who helped make it happen,” he continued. “So when you designate them as terrorist organizations, in addition to going after the guardians or heads of those organizations and the various foot soldiers they employ, you can also go after the people who provide material support.”
