“He’s an adviser to the president, the tsar of the border. Obviously, if I am nominated and confirmed, I will be the secretary of the Department of Homeland Security and responsible for the authorities that we have in the actions that we take,” he said.
Kim declined, citing comments from Homan saying he would make decisions border security and deportations.
“So I’m just raising that as my concern, because it’s not just about the function of our executive branch, it’s about the abilities of this committee to be able to properly fulfill our constitutional duties of oversight, the ability for us to be able to have that conversation, we can talk to you, interact with you,” he said.

“If he is going to make decisions, he should also come before this commission.”
Noem responded by saying that she and Homan “work very well together and talk and communicate all the time. And we will work together every day when we are in our positions under the new administration. And I would say there are no plans to take the authority to the department or to myself if I’m in the role.”
