Congressional leaders unveil their plan to prevent a partial government shutdown before Friday’s federal funding deadline.
House Republicans released the 1,547-page text of a short-term extension of fiscal year 2024 government funding levels to give lawmakers more time to agree on funding for the remainder of fiscal year 2025 .
It is the second such extension, called a continuing resolution (CR), since fiscal year 2024 ended on September 30.
The bill extends fiscal year 2024 government funding levels through March 14, while also including more than $100 billion in funding for disaster relief after Hurricanes Helene and Milton they ravaged the southeastern United States a few months ago. Also included is an additional $10 billion in economic assistance for farmers.

The legislation has health care provisions aimed at reducing the influence of pharmacy benefit managers (PBMs) and legislation aimed at revitalizing RFK Stadium in Washington, DC and the surrounding area.
The bill will also usher in outbound investment legislation, to clamp down on the flow of US dollars that benefit Chinese military and technology companies overseas.
Recent drone activity on the East Coast alarming private citizens and lawmakers also inspired negotiators to include a reauthorization and expansion of the government’s unmanned aircraft systems program.
To offset some of that funding, House leadership said the bill would allow the Treasury to recoup some of the funds the federal government spent to rebuild the Baltimore Key Bridge.
It must pass the GOP-controlled House and the Democratic-controlled Senate on Friday and hit President Biden’s desk by midnight that day to avoid a partial government shutdown.

Last-minute negotiations delayed Sunday’s planned publication of the bill until Tuesday evening.
Meanwhile, GOP supporters are crying foul a Speaker Mike Johnson, R-La., to stack what they predicted would be a “clean” CR with unrelated criteria.
“We talked to the speaker until this weekend, the only discussion was ‘How long will this clean CR last?’ And all of a sudden we find out (I heard rumblings over the weekend) that they’re negotiating a health care package that included PBM stuff,” Rep. Eric Burlison, R-Mo., told Fox News Digital.
“I think it’s absolutely disgusting to introduce a multi-thousand-page bill that nobody has read, even today, nobody has seen, and then they expect us to vote on it without any debate.”

Allies of President-elect Trump had pushed for a short-term extension into the new year to give his administration and an all-Republican Congress more control over government funding.

But some GOP lawmakers worried that fighting the battles of the previous year risked derailing the forward-looking agenda that Republicans hope to enact in Trump’s first 100 days.
“His agenda will be subject to a one-seat majority for a while, at best he’ll get about three or four seats. So we don’t have much margin for error,” said one House Republican.
