Biden breaks Obama’s record for filling the federal registry with the most regulations


President Biden’s administration has filled the Federal Register with more pages of regulations than any other president in history, breaking President Barack Obama’s record.

As of last week, on December 3, the Biden administration set a new federal record for most Federal Register pages filled in a single year: 96,088. The figure makes the administration fill more than 100,000 pages at the end of its mandate.

The record was previously held by Obama, who, in the last year of his second term, filled 95,894 pages.

The Federal Register, which is published by the National Archives and Records Administration and overseen by the Office of the Federal Register, is a daily publication of new and amended federal regulations.

“Federal Register page counts are a very imperfect indicator regulatory charge. During the last year of President-elect Trump first term, the Federal Register saw its fourth-highest number of pages filled. However, Crews said that number was likely inflated by efforts to eliminate rules requiring agencies to issue new ones, as well as emergency measures against the COVID-19 pandemic. Meanwhile, in Trump’s first year in office, in 2017, fewer pages were added to the Federal Register than anyone since Bill Clinton in 1993, Crews noted.

Shortly after entering the Oval Office in 2017, Trump issued Executive Order 13771, which began a new federal rulemaking process that required that for every regulation added by the Trump administration they had to withdraw two. The result of this was a net cost savings during Trump’s first term, Crews said.

Trump has signaled that he will expand his deregulation efforts during his second term, pledging to remove 10 regulations for every new one added.

Machalagh Carr, director of the American Free Enterprise Chamber of Commerce’s Legal Action Center, told Fox News Digital that with the Trump administration coming in, “a new day is coming and help is coming way”.

“For the past four years, (the Biden administration) has done everything possible to strangle American free enterprise with a firestorm of unworkable regulations and mandates,” Carr said. “Political appointees get busy the Biden administration take a hostile view of the innovators and businesses that drive our economy and we believe the government knows best.”
